Abuja, Nigeria — The Director General of the Nigerian Maritime Administration and Safety Agency (NIMASA), Dr. Dayo Mobereola, has visited the Chief of Naval Staff (CNS), Vice Admiral Idi Abass, as part of intensified strategic collaboration to sustain and expand Nigeria’s flagship Deep Blue Project, a maritime security architecture widely credited with enhancing safety in the Gulf of Guinea.
The visit took place at the Naval Headquarters in Abuja, where the two leaders underscored the importance of continued partnership between NIMASA and the Nigerian Navy to build on gains recorded so far and ensure the longevity and enhanced effectiveness of the Deep Blue maritime security initiative.
🔎 Deep Blue Project: A Cornerstone of Nigeria’s Maritime Security
The Deep Blue Project, formally known as the Integrated National Security and Waterways Protection Infrastructure, was conceived to tackle escalating maritime crime — including piracy, armed robbery at sea, oil theft, illegal migration, and smuggling — in Nigerian territorial waters and the Gulf of Guinea. It combines a multi-agency approach with land, sea, and air assets to secure Nigeria’s maritime domain.
Under Deep Blue, Nigeria has deployed a suite of platforms including Special Mission Vessels, Fast Interceptor Boats, special aircraft, helicopters, armoured patrol vehicles, and an intelligence-driven C4I command centre that monitors vessel movements and supports interdiction efforts.
Government data and maritime analysts credit Deep Blue with helping to create more secure seas around Nigeria and reducing piracy threats — gains that have attracted international attention and requests to replicate the model elsewhere in Africa.
🤝 Strengthening Interagency Synergy with the Nigerian Navy
During the Abuja visit, Dr. Mobereola extended congratulations to Vice Admiral Abass, who previously served as Commander of the Maritime Guard Command (MGC) under NIMASA. He emphasised that the Deep Blue Project’s sustainability depends on robust collaboration with the Navy and other security agencies.
“We have the backing of the President, the Minister of Marine and Blue Economy, and the Nigerian Navy… and we are working towards presenting our proposal on the necessary improvements to be undertaken,” Dr. Mobereola said.
The CNS welcomed the NIMASA delegation and commended the Agency’s contributions to bolstering maritime security. He highlighted the need to revisit the existing Memorandum of Understanding (MoU) between NIMASA and the Nigerian Navy — originally signed years earlier — to ensure it reflects current operational realities.
Vice Admiral Abass also discussed potential areas of collaboration, including vessel repair support, hydrographic surveys, and charting activities, as well as opportunities for the Navy to contribute to future phases of the Deep Blue initiative.

Experts say the NIMASA visit and proposed Deep Blue expansion are significant for several reasons:
